I don't know! And I haven't been able to find out online. I suspect it warns about jack-hammering of pavement.

Or possibly that it's not safe to ride a motorbike in the area due to the uneven (scored) pavement. But that type of warning sign isn't usually orange.

That sign obviously translates into: Caution!! Overweight, Afro-ed, Clown-pantsed Cyclists: Take your mittened hands off the handlebars right this second! Right? That's what the Driver's Education booklet has got to read.

The raised hands also look a lot like the eyes of a perplexed, snaggle toothed animal.

I think you're right. I'm just not sure exactly why it's on an orange construction sign. Probably because they'd disrupted the pavement enough to be dangerous for motorcycles?
